Every one of those moments is public, timestamped and legible, in venues that are simply not the ones the industry watches. General Intels exists to hold that ground: we run our own collectors across the places where an attack is prepared, label every record before anyone queries it, and deliver the result into the stack that has to act on it. We do not resell someone else's feed, and we do not read the underground in translation.
